What is the name of the tortured hostage G.I. Joe figure?

I was at my local swap meet when I came to a familiar stall. I had bought a G.I. Joe Navy Clean-up Crew figure from there the previous week and the owner was excited to show me some new pieces. One that intrigued me was an unpackaged G.I. Joe 12" figure. It was a Caucasian man in torn military fatigues with a hood pulled over his head. when you removed the hood there were cuts and bruises painted on his face. I have poured for hours over G.I. Joe databases looking for it but I haven't had any luck. I really wish it still had the box.
