How do I get my hair to be like this?

I would dry wetting it , and use use you hands and scrunch the ends of your hair into your hands to create a wavy effect. Also hair mouse is good to use. Just do the same thing with the mouse. Youtube have good videos on how to get your hair surfer wavy... :)
