Can a westie live outside?

I really want a Westie puppy and my mum says I can have a dog as long as it is small or medium sized,she says she is gonna pay for the dog and its supplies. I have been wanting a dog for ages and now I can get one, I know heaps about dog care. My mum is saying the dog will have to live outside,and I want to know if a Westie is able to handle the temperatures in northern Australia,what are the exact temperatures that it is able to manage through? We have a huge under cover area outside that is connected to the house,We will buy it a warm kennel with lots of blankets,I can put a thick sweater over it in winter. In summer I will have the coat trimmed in a puppy cut and feed it plenty of ice cubes and water,In summers I will let it swim in the pool. On winter nights and thunderstorms I will bring it indoors to sleep. I will be able to devote several hours of attention with it each day. Its kennel will be in the patio that is undercover,The wind is only able to blow in from one side,the rest is solid walls. The patio is more of a family room so we use it heaps more often than we use our indoor living room and we eat our meals in the patio. I have plenty of free time to socialize it well,I am able to train it well because I have read heaps of books on training and letting the dog know your its alpha leader. I live in the city and the area in where I live no predators can come we do not have any stray dogs in our area our garden is fenced we have no birds of pray or coyotes,no snakes,no foxes. Nothing has ever came into our garden ever since we first moved in witch was five years ago the only animals are some small harmless birds that do not go near our patio. I really want you to know this dog is not gonna be neglected and forgotten about,we are also going to take it with us to all family outings. I have also wanted a dog since I was six years old and now I'm almost 13 and still want one more than anything in the world.
